Launch of Victoria’s New Palliative and End of Life Care Framework

4 June 2026

We are pleased to share that on the 15th May the Victorian Minister for Health, Hon Harriet Shing MP launched Victoria’s new Palliative and End of Life Care Framework 2026-2036, providing a refreshed direction for our state’s palliative care services over the next decade.

The new framework, developed under the guidance of Victoria’s Chief Palliative Care Adviser, Associate Professor Mark Boughey, has been shaped by sector consultation, expert evidence and the lived experience of people receiving care and their loved ones. The system priorities the framework sets out include delivering more care at home, better supporting families and carers, a greater focus on holistic patient needs, strengthening the interdisciplinary workforce, improving system interfaces and care pathways and improving the use of technology and data.

The framework recognises that meeting growing community needs will require better coordination and collaboration between hospitals, aged care, disability, community palliative care and primary care providers, and across disciplines. It also calls for more flexible models of care that support people to remain at home for longer and reflect each person’s values, preferences and end‑of‑life choices.

We would liek to thank and acknowledge each organisation, practitioner, clinician and community member who generously shared their experiences and expertise to inform the development of the Framework and who continue to contribute to excellence in care.

Please share the Framework widely among your organisation and network and consider how it’s priority directions and actions can be embedded into service planning, service models, partnerships and day-to-day practice.
